Strictly speaking, this is not entirely correct. The CS2 products, not just Photoshop, have to be activated but a while back Adobe turned off the activation servers for "technical reasons". To get around this, and no doubt avoid a class action lawsuit from opportunistic lawyers, Adobe has made downloads together with universal serial numbers to activate the products freely available. Only those who purchased a CS2 product legitimately are entitled to use the serial numbers, but I doubt Adobe has any effective way of policing this. That said, any financial loss to the company is likely to be small as most users will be businesses who do not wish to run outdated and unsupported software. What you have found is a site which apparently provides a link to the Adobe download server, but might not be authorised to do so. The claim that PS CS2 has been released as freeware is not verified on the Adobe website, although to all intents and purposes this is what has actually happened.
I would neither encourage nor discourage people to use the software, but if you wish to do so I would recommend that you obtain the download directly from Adobe rather than this intermediate site. This will require you to set up an account with Adobe, but you will be assured that the file is genuine and no one has added anything unexpected which you do not wish to install on your computer.
