This story sounds familiar, but if I recall correctly it was another photographer shooting in New York who misrepresented what was happening in the neighbourhood where he was shooting.

The classic photo story frome an earlier age is exemplified by Time's "Country Doctor", but that would probably be considered too mundane for today's tastes. Nor does it have the appeal of a bad news story. Given the restricted budgets available to many organisations and the amount of competition from other photographers, it is no wonder that some are tempted to take shortcuts.
